Perletakan jawatan Rahim Noor sebagai Ketua Polis Negara (KPN) malangnya berlaku agak lewat. Beliau sepatutnya undur lama dahulu, sebaik sahaja Anwar menuduh pihak polis memukul beliau ketika berada dalam tahanan.

Perletakan jawatan ketika itu adalah satu yang mulia; ia boleh diterima sebagai langkah yang sesuai untuk diambil -- memikul penuh tanggungjawab terhadap salahlaku angkatan polis di bawah jagaannya.

Kami harap ini bukanlah satu helah untuk meredakan kemarahan orang ramai dan memesongkan perhatian daripada isu pokok, iaitu mengenalpasti pesalah yang melakukan perbuatan jenayah yang terkutuk memukul orang yang tidak berupaya dalam tahanan polis.

Kesalahan yang amat besar ini tidak akan dapat diketepikan oleh perletakan jawatan Rahim dan juga tragedi dasyat ini tidak akan dilupakan. Orang yang membuat kesalahan ini telah meperolok-olokkan undang-undang (rule of law).

Mereka telah merendah dan menghina keseluruhan institusi yang diamanahkan melaksana undang-undang dan menjaga keselamatan negara. Mereka telah mengkhianati tanggungjawab mereka dan mencabul amanah ini.

KPN telah dikiaskan dalam Internet sebagai bersabit dengan kecederaan yang dialami oleh Anwar. Kami tidak pasti sama ada ini satu khabar angin yang jahat atau ia mempunyai asas bagi dakwaan tersebut. Beliau perlu disoal oleh satu badan bebas bagi mengembalikan kredibiliti pasukan polis.

Satu lagi tugas yang sama penting dan segera ialah mengenalpasti pesalah yang terlibat dalam kes pukul ini. Sama ada mereka memukul atau menyaksi tindakan memukul itu, mereka semua bersalah: satu kerana memukul, yang satu lagi kerana tidak mendedahkan jenayah ini. Mereka perlu didakwa.

Mereka semua yang tahu keadaan Anwar yang dipukul itu dan gagal mendapatkan rawatan perubatan mesti dipertanggungjawabkan atas sebab mengabaikan tugas dan kerana bersikap tidak berperikemanusiaan.

Angkatan polis, seperti institusi lain, mesti dipertanggungjawabkan kepada orang ramai. Polis bukan boleh berbuat sesuka hati. Tingkahlaku mereka ditentukan oleh peraturan dan perintah yang perlu diikuti dan dijaga setiap masa dan di setiap situasi.

Beberapa insiden penyalahgunaan kuasa dan kekerasan polis amat membimbangkan, dan ini telah mencemari imej dan nama mereka. Sudah tiba masanya masyarakat menilainya. Sudah tiba masanya untuk kita menilai semula matlamat dan tingkahlaku mereka dan memperkenalkan pelbagai bentuk pemulihan -- satu pembersihan yang menyeluruh. Sudah tiba masanya ditubuhkan satu Suruhanjaya Penyiasatan bebas untuk memastikan polis ialah satu angkatan yang berdisiplin, penuh dedikasi terhadap tugas mereka dan berupaya menjalankan tugas mereka tanpa ketakutan atau pilih kasih, memenuhi harapan masyarakat, menjunjung etika serta menghormati kebenaran dan keadilan.

It's unfortunate that Rahim Noor's resignation as Inspector-General of Police came rather late in the day. He should have resigned long ago, soon after Anwar accused the police of beating him up while in their custody. A resignation then would have been honourable; it would have been accepted as the proper course of action to take - accepting full responsibility for the reprehensible conduct of the police force under his charge.

We hope that it is not a ploy to mollify public outrage and deflect attention from the central issue, i.e. identifying the culprits who perpetrated the cowardly, heinous crime of severely beating up a helpless man under police detention.

This terrible wrong would not be obviated by Rahim's resignation and neither will this terrible tragedy be forgotten. The perpetrators of this foul deed have made a mockery of the rule of law. They have debased and disgraced an entire institution trusted with the enforcement of law and the security of the nation. They have betrayed their calling and violated their trust.

The IGP has been insinuated in the Internet, linking him to the injuries suffered by Anwar. We do not know whether this is a vicious rumour or if there is any basis to this allegation. It is imperative that he should be questioned by an independent body to restore credibility in the police.

An equally urgent task that requires urgent action is to identify the culprits who had a hand in this infamy without any undue delay. Whether they delivered the blow or witnessed the assault, they are equally guilty: one for battery, the other for not disclosing the commission of a crime. They must be brought to book.

All those who were aware of Anwar's battered condition and failed miserably by not lifting a finger to provide medical treatment for him must be held equally culpable for dereliction of duty and for not responding as human beings.

The police, like any other institution, must be accountable to the public. They are not a law unto themselves. Their conduct is governed by rules and regulations, which must be observed and upheld at all times, under all circumstances.

It is very disturbing that there have been numerous incidences of police abuse and brutality, which have tainted their image and tarnished their name. It is time that society takes a hard look at them. It is time to review their purpose and conduct and to introduce wide-ranging reforms - a thorough cleanup. It is time to set up an independent Commission of Inquiry to ensure that they are a disciplined force, truly dedicated to their calling and capable of discharging their duties impartially without fear or favour, living up to the expectations of society, upholding ethics and respecting truth and justice.
